The productive zakat utilization program demands comprehensive managerial oversight to ensure the transformation of beneficiaries (mustahik) into zakat contributors (muzakki). This study aims to analyze the mentoring model and review system implemented by BAZNAS Tegal Regency in empowering underprivileged families. The primary focus of this research is to evaluate the effectiveness of post-distribution monitoring as a risk mitigation instrument against program failure. Using a descriptive qualitative method, data were gathered through in-depth interviews with administrators and beneficiaries, participatory observation, and documentation studies. The findings indicate that BAZNAS Tegal Regency implements a periodic review system that integrates spiritual education with managerial capacity building. The results suggest that the intensity of interaction and the quality of mentoring have a positive correlation with the increased economic resilience and self-sufficiency of beneficiary families. This holistic mentoring pattern is proven to reduce program failure rates through early detection of operational constraints in the field.
