Abstract

Islamic boarding schools (pesantren) are among the oldest and most established educational institutions in Indonesia; however, their sustainability is often overshadowed by unstable financing issues due to dependence on incidental donations, student fees, and limited government assistance. Cash waqf has emerged as an Islamic philanthropic instrument that offers liquidity, flexibility, and accessibility to a broad base of waqf donors, thereby having the potential to become a sustainable source of educational financing for pesantren. This article aims to conceptually examine how the optimization of cash waqf can be realized as a financing instrument for pesantren education in Indonesia. The method employed is a literature review, analyzing and synthesizing findings from more than twenty-five relevant national and international scholarly articles. The study's results indicate that the optimization of cash waqf requires synergy among conducive regulations, professionalism of nazhir (waqf managers), diversification of Sharia investment instruments such as waqf deposits, waqf sukuk, and Cash Waqf Linked Sukuk (CWLS), strengthening public waqf literacy, digitalizing collection and reporting systems, as well as transparent and accountable governance. Several pesantren, such as Pondok Modern Darussalam Gontor, Pondok Pesantren Tebuireng, and Pondok Modern Tazakka, have demonstrated relatively good waqf management practices in supporting educational independence. Nevertheless, the optimization of cash waqf still faces structural challenges such as low public waqf literacy, weak institutional capacity of nazhir, and minimal transparency in fund management. This article recommends strengthening institutional governance, ongoing public education, digitalizing waqf services, and cross-institutional collaboration among pesantren, the Indonesian Waqf Agency, Sharia financial institutions, and the government as key factors in optimizing cash waqf for the sustainability of pesantren education in Indonesia.
