Abstract

This study aims to analyze educators as strategic entities in the construction of educational quality through the dialectic of human resource (HR) management innovation in educational institutions. This study departs from the reality of educational HR management which still tends to be mechanistic and administrative, so that it has not fully internalized the role of educators as the main drivers of institutional quality. This study uses a qualitative approach with a descriptive-analytical study method, through in-depth interviews, participatory observation, and documentation studies. The results of the study indicate that integrated HR management innovations including competency development, strengthening professional culture, and reflective evaluation systems contribute significantly to the formation of an adaptive and sustainable education quality architecture. The contribution of this study lies in strengthening the theoretical perspective of educational HR management that positions educators as strategic actors in the education quality ecosystem, while providing practical implications for policy makers in formulating educational HR governance that is oriented towards quality and sustainable transformation.
